The Personnel Improvement Center collaborated with other centers in an effort to address the needs that schools, local school districts and states have in providing highly qualified special education personnel for students with disabilities. Specifically, the Personnel Improvement Center collaborated with the following centers.

National Comprehensive Center for Teacher Quality (TQ Center) The National Comprehensive Center for Teacher Quality is a federally-funded center to which the regional comprehensive centers network, states and other education stakeholders turn for strengthening the quality of teaching—especially in high-poverty, low-performing and hard-to-staff schools—and for finding guidance in addressing specific needs, thereby ensuring that highly qualified teachers are serving students with special needs. Phoebe Gillespie, Director of the Personnel Improvement Center is a member of TQ Center’s Communications Council, has assisted in reviewing its special education-related publications during their development, presents at its national “What Works” conferences and issue forums, and is working with TQ Center staff to co-develop website products for both centers. National Center to Inform Policy and Practice in Special Education Professional Development (NCIPP) The NCIPP is funded by the U.S. Department of Education’s Office of Special Education Programs (OSEP). The Center aims to inform special education policy and practice by examining and recommending those policies and practices that improve the retention and quality of beginning special education teachers. Phoebe Gillespie collaborates with NCIPP through membership on its advisory board, collaborates on material development and has co-presented at the Council for Exceptional Children (CEC) conferences as well as at the Office of Special Education Programs (OSEP) Project Directors meetings. Special Education Faculty Needs Assessment (SEFNA) SEFNA is a federally funded project at the Claremont Graduate School of Education. Phoebe Gillespie currently serves on its advisory board and is collaborating on its preparation program survey distribution using the preparation programs database located on the Personnel Improvement Center’s website. National Coalition on Personnel Shortages in Special Education and Related Services (NCPSSERS) Phoebe Gillespie is co-founder of the National Coalition on Personnel Shortages. NCPSSERS is comprised of more than 25 national professional organizations, institutions of higher education and local education agencies that meet bi-monthly to address the national agenda on personnel shortages for all special education-related personnel, including related service providers.
